Back when I was an intern in DC (all of like three years ago during graduate school) the hot spot was MCXXIII (Dupont) for happy hour on Thursday and Friday from 5 to 9 p.m. All you can drink, including top shelf for $20. Second on my list was Tapatinis (Eastern Market) where you can get $1 glasses of wine from 6 to 9 p.m. every Wednesday.
